Rules separated Empty Rules separated

Rules are from now on separated in different numbers/letters. So from now on all penalties or other things related to rules will be marked with the number/letter.

Meaning of the numbers:
1- Rules related to racing in our league.
2- Rules related to non-racing obligations.
